Sometimes tar is spilled onto a crack, in a vain attempt to seal it against the elements. Serious faced workmen mark off damaged portions of concrete to draw the attention of repair crews, which fail to arrive for months.
Sometimes objects are embedded into fresh concrete intentionally, marking the process of construction.
